Resolutions

The resolution is the means by which the people of the Diocese place items on the agenda of Convention and the convention expresses its action.

Members, committees, commissions, congregations, delegates and clergy may submit resolutions to be considered by the Convention. Each resolution will be forwarded to one of two committees of the convention: the Committee Resolutions and the Committee on Constitution and Canons.

Simple Resolutions

Simple resolutions are referred to the resolutions committee and calls for specific actions; sometimes they establish policy; at other times they calls for action from congregations, from the diocese, or from the national Church in the form of memorial resolutions to the General Convention. Simple resolutions require a simple majority from the whole of convention (unless a vote by orders is demanded) to pass.

Constitutional and Canonical Amendment Resolutions

Constitutional and Canonical amendment resolutions amend the Constitution and Canons of the Diocese, our governing documents. Amendments to the Constitution of the Diocese take two successive conventions to pass. In the first year a simple majority is required and in the second year a vote by orders and concurrence of the Bishop is required.

Canonical amendments require a 2/3 majority at one convention to take effect.

Submission Policy

All resolutions must be submitted by 30 days prior to convention in order to be considered. Resolutions submitted after the 30 day deadline require a 2/3 vote in order to be considered. Although this year the deadline for submission of resolutions is September 17, we strongly urge submission before this deadline so that they may be properly distributed.
